The goal of the IETF working group is to produce standards-track RFCs. The IETF is pretty demanding on what can be ready to go to standard, though. E.g., one basic requirement is to have at least two fully interoperating implementations.
If you're very interested in 6lowpan, I'd recommend reading their RFCs and joining the mailing list.
