I have already installed this rpm. nesc-1.2.7a-1.cygwin.i386.rpm to

already installed, but when I run
rpm -e nesc-1.2.7a-1.cygwin.i386.rpm
it tells me the package is not installed. So I tried installing
with the --replacepkgs command. It seemed to work but when I run
the above command again it gives me the same reply. The package is
not installed. And I still can't compile.
I think you're caught in a peculiarity of RPM.
When you install with -i, you pass the *file* name:
rpm -i nesc-1.2.7a-1.cygwin.i386.rpm
When you uninstall with -e, you pass the *package* name:
nesc-1.2.7a-1
I *think* the above is what your name should be. One way to check is
to query what packages you have installed and then look for nesc:
rpm -qa | grep nesc
