I think you're caught in a peculiarity of RPM.

When you install with -i, you pass the *file* name:

rpm -i nesc-1.2.7a-1.cygwin.i386.rpm

When you uninstall with -e, you pass the *package* name:

nesc-1.2.7a-1

I *think* the above is what your name should be. One way to check is to query what packages you have installed and then look for nesc:

rpm -qa | grep nesc
