You might check the permissions on the TOS tree, make sure it's all writable.

upgrade the nesc version to 1.1.2b. I tried it but no help.
Another advice is to enter the /tinyos-1.x/tools/src/ncc directory and type
./Bootstrap
./configure [optional --prefix argument]
make install
in cygwin.
But it also not works.
So, what's your opinion?
