I think TOS *msg->strength  is automatically set, in the receiver mote when a packet arrived, so you can measure the RSSI.
In cc2420control interface you can set ( SetRFPower() ) and get ( GetRFPower() )the RFPower is used when sending.

if u r using a cc2420,u can change the radio strength in the header file /tos/lib/cc2420/cc2420const.h
