It sounds like you don't have cygwin at all...if that's correct
then you need to install it (cygwin is not really an OS, but a
*NIX emulation layer for MSWidows). The manual TOS installation
instructions at:  http://www.tinyos.net/tinyos-1.x/doc/install.html
has pointers to cygwin packages, and there's some update info at:
http://www.tinyos.net/scoop/special/howto_upgrade_cygwin
or you can go right to the horse's mouth: http://www.cygwin.com/
(post .10 TOS uses a different cygwin version and I haven't tracked
what is what so you're on your own as to which you need).

If you did a standard TOS install at some point you should have
the cygwin stuff. It usually puts a little green arrowhead icon
on the desktop, which is linked to the "bash" shell program.

I doubt that any nesc version will work w/o the cygwin environment.
