Also, cygwin apparently needs to have setup.exe run after an install to run
cleanup scripts.

So: setup, install, reboot; setup, scripts, reboot; reboot (just to be safe)
Now try it.

Remember the _Windows_Mantra_: "Reboot, Reboot, Reboot"
