to be a bit more precise...
Once a variable is set in a shell window it stays set for that window.
However it does not carry over to other invocations of the shell.
To do that, you want to put the export command in a startup script.
The main such script is cygwin/etc/profile, but this will also
execute a 'personal' script in your home directory, usually
something like $HOME/.bash_profile. It's a better idea to change
the personal one.
If you have trouble sleeping, try typing "man bash" sometime.
