CVS creates some locks [1] which can temporary hang a checkout. I
encounter this problem only a few times so far. A slightly painful
work-around for this is to obtain a local copy of the repository using
rsync and checkout from there. The commands to do this are:
rsync --exclude 'history' -av --delete
rsync://tinyos.cvs.sourceforge.net/cvsroot/tinyos/CVSROOT .
rsync -av --delete
rsync://tinyos.cvs.sourceforge.net/cvsroot/tinyos/tinyos-2.x .
find tinyos-2.x -name '#cvs*' | xargs rm -rf
The size of the repository is about 90M.

Then, can you look in tos/chips/cc2420 and see if CC2420Packet is in
chips/cc2420/interfaces?
It works for me.
