Hi,
you first of all make it clear whether you are trying to upgrade the existing Tinyos-1.x tree to 2.x tree or you are trying to seperately install the Tinyos-2.x tree along with the existing Tinyos-1.x tree.
If i go along wid ur question then u r trying to uprgrade ur tinyos-1.x tree So if u r trying to upgrade then why u r using rpm command for installing tinyos -2.x tree wid -ivh option.Instead you shud go for -UVH option to upgrade(but this will remove all of previously installed files of Tinyos-1.x tree)

I am not receiving error in installing necRPM.
I am receiving error while installing tinyos-2.0.2-2.cygwin.noarch.rpm
which is mentioned for installing TinyOS 2.x source tree in following
page step3
I upgraded my cygwin version (thinking compatibility issue) and again tried installing tinyos-tools-1.2.4-2 tools using --ignoreos command but still receiving the same error.
error: Failed dependencies: tinyos-tools >= 1.2.4 is needed by tinyos-2.0.2-2

"If you are using Cygwin and installing the nesC RPM causes an error that the RPM was built for Cygwin, add the --ignoreos option."
You can apply the same rule for -tools.
