tos-check-env should be in /usr/bin, which seems to be linked to
/bin somehow (real-path C:/cygwin/bin if you're on windows and
installed cygwin in the more-or-less default place...)
If it's not there then you didn't install as successfully as
you'd hoped. If it is there and doesn't execute then you need
to put "/usr/bin" in your PATH variable. Google "PATH" for details,
but also you might look into why all the setup scripts under /etc
are not running correctly because they should set this for you.
