You are 100% right. Technically, TinyOS's LQI value is not actually LQI. But it's such common parlance now that trying to change it is probably not worthwhile. It is, technically, the soft chip correlation (not hard chip decision) of the chips of the first 8 symbols to the chosen symbols. So it's not really a bit error, rather a measure of how close the observed bits were to their expected values given the decoded symbol.
