It's possible that you are not setting the transmit power high enough.
Using TOS1.x, the standard apps directory sets the power to a low value,
but the contrib\xbow\apps\MakeXbowlocal file contains a define:
     CFLAGS += -DRADIO_XMIT_POWER=0xFF
that sets the power somewhere near the max.
