The 55 threshold for CTP essentially means "don't use a link with an  
ETX above 5.5." This tends to be a reasonably simple way to prevent a  
node from hammering a link trying to get a packet through. An ETX of  
5.5 means a PRR of roughly 18%, which is pretty darn low.
