>From what I can tell, your path looks fine. The execution path lookup is actually (usually) handled as part of a system call... have you modified the Makefile in anyway? (Maybe assigning to PATH?)
What does an strace reveal? You can try `strace make telosb` or `strace <contents of the long line starting with ncc>` There will be tons and tons of output so you should log it. You may have to install the appropriate package to get the strace utility. "Couldn't execute" may also mean msp430-gcc failed to start for some other reason (such as bad dynamic linking).
