TinyOS 2.x installs on Vista "Just Fine". Just follow the normal installation procedures. The driver for the telosb USB-serial interface drivers also work well (I can't speak for other interfaces/drivers).
(And avoid TinyOS 1.x unless dictated by mission requirements.
