Quick update,
 
I resolved the issue by modifying 
/opt/tinyos-1.x/tools/src/motelist/motelist-win32.cpp 
 
I replaced all occurrences of 6001 with 6010 but I am unsure what the 
consequences are (if any) by doing this.  After rebuilding and copying the 
binary to /opt/oasis/bin/ I can now successfully run the motelist command.
 
I am unsure why the motes install using the 6010 key on my laptop (our other 
machines all use 6001) but I did see 6010 being references in the driver ini 
files.

I am currently attempting to use driver version 2.04.06.  
 
I was concerned that the drivers may not be uninstalling cleanly (or at all) so 
I performed a clean format/reinstall of Windows last night.  I now have a clean 
install of XP SP3 with basic security updates.  Other than the tinyos install, 
there are no added programs.

I am still erroring
mcbrided@/opt/oasis>motelist
error, could not open key 
HKLM\SYSTEM\CurrentControlSet\Enum\USB\Vid_0403&Pid_6001
mcbrided@/opt/oasis>
 
I have noticed that this key DNE in the registry.  The keys related to the 
motes are pid 6010 (not 6001).
 
Please see the attached screenshots of what I am seeing in the registry.

Just to make sure, you are using the latest FTDI driver and, all previous 
versions of the drive have been uninstalled?
I could be wrong, but I believe that error is coming from WITHIN the serial 
bridge provided by the FTDI and not the TinyOS tool-chain itself.
