when i try to run one program which is dealing with the telosb

i found the following error
java.io.IOException:
Could not open COM4: TOSComm JNI library runtime error: Error 5.
Access is denied.
in NativeSerialPort.CreateFile
and the led of the base station does doesn't blink
this happend before but then the same program work again
i dont know the reason
now i have the same error in another PC so i need to know the reason and the
solution
