TOS messages have a "group ID" field which is generally used to make completely separate systems that use the same radio channel. All nodes receive the messages but the low level code rejects those that don't have its pre-programmed groupID. Using this would mean that you would have to hack other parts of the system in order for the sub-groups to communicate with each other. E.g, the basestation would need to ignore the group on all received messages.
