TinyOS itself is freely available and some kind of open source.
There are two major versions, 1 and 2 with similar but not
enriely congruent in features. You can develop with it on Windows
or various flavors of Linux, and maybe even the Mac. I haven't
actually used Moteworks but I believe it is based on a tinyos
v1.x platform. Xbow may have added more support for their
hardware...you'd have to look carefully for what bits you
want to work with. As far as I'm concerned a GUI is a waste
of time and will only distract from trying to get embedded
programs to work, but that's just me...
