Sorry, but you've exhausted my remote debugging capabilities...

The ls output indicates that the file exists and is readable.
But make says it can't find it (and then complains that it doesn't
know how to build it, which is absolutely true). These are
contradictory and I can't think of an explanation.

You could try copying the makerules file into your local directory
and changing the variable to point to it, just to see if it changes
anything. That's about the best I can do.
