Yes, the TEPs were(are?) part of the T2 design process and bear only a glancing relevance to T1. I doubt that there is any design doc for T1, at least any that is organized such that mere mortals could follow it.
The code should be your guide. There is a document about migrating from T1 to T2 which I found, I think, in the release notes for the first T2 version and, I believe, Eric Decker put a link to...someplace. But I don't have the patience to find either again now. Some google archeology would probably turn it up.
