It seems that mspgcc version date: 2008-12-30 has problems with specs variable. I've just downloaded the mspgcc version date: 2007-02-16 and it seems not having problems with no file /usr/lib/ncc/tdspecs. Despite I have problems with dolar signs when I compile.
