1.
The file is called ".profile", not "profiles.bin". It is normally not 
visible (Unix-like systems consider files that start with a dot as 
hidden files), but it most likely exists and you should be able to 
modify it (e.g., "nano ~/.profile"). If you still cannot modify it, you 
might have to change the access rights or the owner of the file (though 
I would not understand why these things were not properly set).

2.
This sounds as if the PATH variable was not properly set. In the 
tutorial in the step where you install stow, it says that you should add 
  "/stow/bin" and "/stow/sbin" to the path, in exactly the same 
".profile" file as above :-)
