The deb packet is called tinyos-tools. If you added the Stanford 
repository you should get it by just doing 'apt-get install tinyos-tools'. 
The binary program are installed in /usr/bin. The included programs are:

        tos-build-deluge-image
        tos-channelgen
        tos-check-env
        tos-decode-flid
        tos-deluge
        tos-ident-flags
