Hello Karthik, I had the same problem, once. That was, the cygwin installation did not have the $PATH-variable set. The commands are in /bin/ or /usr/bin or ... . Was this a vanilla installation? Did you get any errors? With my installation, tinyos choked on not being able to find /tmp.
You can fix this problem by doing an export PATH=/usr/bin:/usr/local/bin:/bin:/yours/paths/here (and the settings as given in the Getting_started referenced by Mr. Stalling below). If this problem is an indicator of a broken install, you might want to refer to "Getting_started" to reinstall everything.
