If you google your subject line you'll find a bunch of
similar complaints, but I don't recall every seeing a
solution posted. I did look at UISP (the downloader)
and couldn't find anyplace it exits with a similar
value. It could be make itself, if someone wants to
go dig that source. Or it could be a Widows library
that is exiting for us.

It might be that a reinstall is all you can do.
