After the frequency register is changed, the VCO would need to be recalibrated. This takes 12 symbol periods by default. During this time, the oscillator is running, therefore some non-negligible amount energy is consumed. My guess is that the current draw during calibration is similar to the current draw during transmitting at the lowest TX power setting, but you would need to verify that experimentally.
