You can change the output power level in two ways: (1) per packet or
(2) once for all at the compile time (e.g., CFLAGS += -DCC2420_DEF_RFPOWER=11). Please serach in TinyOS archives for "Output Power levels of CC2420."

You also mention about changing receive power. Do you mean changing the Carrier Sense threshold ? I am not sure how to do this.

However, if you mean changing the receiver power, to the best of my knowledge, power consumption in receiving a packet can not be changed. Nevertheless, radio can be switched into sleep mode (please remember that in sleep mode, radio does not sense traffic).
