I'm out of ideas. You can find the schematics of the sensor board in the 
MTS/MDA Sensor Board User's Manual:

Maybe it's a hardware problem? Have you tried with a different sensor 
board and a different mote? What happens if instead of turning the 
sensors manually off, you turn them manually on? Does this increase the 
power consumption?
