Please try to install the nesc and tinyostoolsby downloading it from tinyos
docshttp://docs.tinyos.net/index.php/Installing_TinyOS_2.1
for their installlation use the following commandrpm -ivh rpmname
you can install it by using the command (if error persists)rpm -ivh --force
--nodeps --ignoreos tinyos-2.1.1-3.cygwin.noarch.rpm
