I had the same issue when I installed TinyOS on Fedora. It seems the links in
the wiki do not work anymore (need to be updated). I found the missing rpms
here:
http://www.tinyos.net/dist-1.2.0/tools/linux/
You can also follow this tutorial (uses fedora packages through yum. I did not
try it myself, I installed from wiki rpms):

One thing you might need to do if you decided to use the wiki rpms: Remove any
newer or conflicting packages. e.g.:
rpm -qa |grep avr
sudo rpm -e avr-gcc-xx.fcX.ix86
sudo rpm -e avr-binutils-xx.fc15.ix86
sudo rom -e avr-libc-xx.fcX.ix86
rpm -qa |grep avarice
sudo rpm -e avarice-xx.ix86
