Short form: Ubuntu/Debian/Linux. Any of those. Installs easily (deb packages) for Ubuntu or Debian.
Longer: I started out using the Windows/Cygwin tinyos development environment but after many levels of frustration abandoned it and switched to Ubuntu and have been very happy. The biggest problem with the Ubuntu environment is getting the correct support for using the TI JTAG for debugging the msp430 h/w. That is in really good shape at the moment because of the work done by Daniel DeBeer (New Zealand) on mspdebug. I'm not a big fan of printf and leds for doing serious debugging and support so consider the JTAG environment as essential.
