As for remote updating of firmware, yes that is possible. Have a look at
TosBoot together with Deluge T2 (if using AM) or NWProg (if using BLIP). I
personally have only used NWProg, and it works well for us (custom hardware
though, can't say anything about the standard motes).

In terms of "apps", you might want to read up on TosThreads. While I've
never used it myself, it might provide the type of framework you're looking
for. I seem to recall reading something about it being designed to support
easier loading of new firmware.
