nescc has officially moved to github.  I worked this out with David Gay.

Current official sources are at...    https://github.com/tinyprod/nesc.
It is where 1.3.4 was finalized.

David was supposed to put something on sourceforge and make an announcement
but I'm sure he is busy with the real world.
