This is a question that you can easily answer yourself simply by reading
the code.

Look at OscilloscopeC.nc and understand what it is doing with Timer<TMilli>.

This is basic nesC/TinyOS programming.

I question whether that is true.   From my very quick perusal of the code
it looks like the timer
is programmed for 256 mis (binary milliseconds).   Unless it is aggragating
4 intervals then it
should be taking a sample every 1/4 second.   There are 1024 mis in
1second.   TinyOS typically
uses binary time.   Convoluted story.
