They fixed that a long time ago in the Dragon firmware. I actually used a dragon for JTAG debugging on an atm128rfa1, and it worked.
But I agree with Miklos and Janos, it's almost impossible to use for anything, and not just because of timing: It crashed for me every time I wanted to use complicated breakpoint (avarice+gdb+ddd) However JTAG was a huge help for me once: My code entered an atomic infinite loop somewhere (therefore DiagMsg was useless), and I couldn't reproduce the problem on purpose. So I used JTAG: started my program, and when it freezed, just stopped it, and checked where the loop was. I fixed it in minutes after days of unsuccessful debugging...
