If you're on Windows, you need to download the sources and build it
yourself in cygwin. The windows binaries from atmel don't understand
cygwin's unix style paths, and will not work with the tinyos toolchain. If
you're on Linux, you don't have this issue, and you can just grab the
binaries (no need to compile yourself).
