One big reason is the high fuse byte needs to be different depending on whether or not use utilize the Deluge network programming service. Setting the high fuse byte every time helps ensure that they are correct.

I remember we had a discussion at some time back about "dead" atmels but can't recall all the datails. I managed to "revive" dead atmels using an external signal to reset the correct clock source if things went wrong. But I guess this is something that happens infrequently to a standard user, or am I wrong?
