Maybe I don't understand what you meant under "new build system" but you can use the existing makerules and create your own .target files in a directory that is added to TOSMAKE_PATH like we do in /contrib/eyes. You can also shadow the .rules files if necessary. As long as you have a proper .platform file and you include that directory in the include paths in the .target file everything should work OK.
