Not going to be supported at SGX540: OES_texture_npot - Allows non-power of two textures to be mipmapped and wrapped with non-clamp modes. Cogl (http://git.gnome.org/browse/cogl/) uses the IMG extension, probably just using the mipmap filters. GL_OES_texture_npot is required by the Cairo GLES2 backend.
