In the last weeks we changed our config to build these two modules
modular instead of in-kernel.

The reason is that after patches to make the defaults more sane, with
the modules out or removed, the OMAP4 Pandas takes less than half the
idle power it otherwise would.

The choices are AFAIK:

 - force them to build in-kernel in the config
 - force-insert the modules during init
 - add a udev rule to insert them
