The standard treatment for this type of hyperventilation is to have the subject place 
a paper bag over their mouth and nose. Re-breathing the air elevates the level of CO2 
and somehow triggers the brainstem to slow the breathing rate.  While I know that it 
works I am unclear on the actual mechanisms involved. Perhaps a more knowledgeable 
Tipster could assist?
