No.
If published policy on your campus is to schedule exams according to the
published schedule, then students have the right to assume that you will
obey your contract and offer exams as scheduled.
IF the exam schedule is already published (as it is on most campuses), the
institution has made an agreement with the students and you do not have the
right to change it.
