The most successful thing I've done to stem plagiarism is an idea I got from
a colleague at Prince George's Community College. When students turn in a
term paper they MUST include a cover sheet I provide, which lists two
Indiana University websites which discuss plagiarism and appropriate
paraphrasing. I also have several bullet points listing what they will lose
points for, such as inadequate citations in the text, quoting too much and
not using enough of their own words, etc. Then they sign it so it looks very
official.

This is not perfect, but I've had many fewer problems since I've used this
approach. When I have students do article reviews I announce to students
that I'll randomly check the journal articles themselves (easy to do now
since most of our journals are on line) to see if they're copying text
without credit.
