Thanks to all of you for your helpful responses. Sue Frantz's example ought to be effective, could be hilarious (if you really ham it up) and make the point clearly; I think Claudia's statement in the syllabus is also a way of giving students expectations.
Does this behavior of a student's expecting to use cell phones in class reflect a lack of consciousness re other students' educational priorities (as well as their own) or just a temporary fad? I don't want to get into an "Ain't it awful" reaction. I keep reading Louis Schmier's 10/12/98 "Commandments for My Teaching" for reassurance.
