I know this might be a radical idea, but what does this policy do for the students and student's learning.
If the students are not taking the makeup - are you suggesting that they then are able to take the exam on time? OR do they drop the class, take a 0 for the exam? Etcetera.... Might there be advantages to taking the exam after covering all of the material for the semester. If the students is already preparing for a cumulative final, taking one exam plate would put him/her at an advantage.
