I do. I've always offered being excused from the final to all who have a 90% average or better for all tests (I don't include other work), and of course have missed no tests. It's a terrific incentive, it appears, and students always mention it during the semester as a goal.
I grade the last test as quickly as possible, then email or phone students who are eagerly awaiting the final word. You'd think I was giving them news about the birth of a child or winning the lottery.
