Finally!  Several of our most talented US celebrities have fallen victim to
this syndrome.  Now that there is a diagnosis, there is hope for people like
Madonna.

Now that that is out of the way, I would guess that it is not a true British
accent, but more likely just one possible variation in speech that, in this
case, happens to approximate an English accent.  On the other hand, if she
all of a sudden starts saying she has to go to the "loo," I would have to
revise my comments.
