The Venezuelan government is about to enact a law decriminalising some theft.It will be ok for people to steal food and medicine if they are desperately in need and do not have the money to pay.
"decriminalizing" and its being "okay" (i.e., legal) are two different things. Are they actually taking theft-for-reasons-of-poverty off the books, or are they just reducing them to misdemeanors?
