Sure it can be true, though unlikely. Dizygotic twins not only don't have to be the same age, they don't have to have the same father. Mothers who are pregnant and for some reason fail to stop ovulating, can get pregnant again, and the second fetus would be a different age. My guess is that the older baby would have to be delivered via c-section, though, because contractions would cause the second baby to be born prematurely.
